Lore
The souls of the departed cannot linger long on the world's surface. In time, the virtuous souls find their way to heaven, and the wicked souls descend into hell. This is divine providence. But with Neotellus fallen into ruin, souls are not able to make either journey. They wander listlessly, trying to free themselves from their pain.
