On Francis' ships, it was and had always been "all for one and one for all." His crew called him "Pa" out of admiration, and he felt similar feelings of responsibility to his men. For those on the land, however, their power was likened to that of a military outfit. The coastal kingdoms saw his fleet as a "naval nation," as if the entire ocean were under his command.
