Decree of Secession is a limited card pack released on May 20, 2013 at 8:00 PM (PST) and ending on May 26, 2013 at 9:59 PM (PST).
The pack featured three new Ultra Rare cards, two of which possess skills for Battle Royale XI. Players who drew from the pack started with a normal Ultra Rare drop rate, and could eventually gain five times the normal drop rate on the fifth draw, a drop rate which continued for all successive draws. Additionally, six new Rare cards were added.
