Anyone with outstanding strength and loyalty to King Xerxes can become a vizier, regardless of citizenship. He combs the lands he conquers, searching for those worthy to join his side. In one newly fallen territory, the formerly opposing commander named Arsames has come, shrewdly placing the blame of their loss upon the incompetent king and foolish generals. He expresses his joy at finally meeting a ruler who is worthy of his service.
